The main task of the IT department is to provide IT services and products to the entire Police Authority. The IT department is an important part of crime prevention and law enforcement work, and IT is one of the most important tools for streamlining the police and increasing the quality of police work. The IT department develops and modernizes the police's IT, and the authority invests heavily in strengthening the department with new specialist expertise and the latest technology for the benefit of citizens and employees in police operations.

Within the Police Authority, we annually purchase products and services in the IT area for over 3 billion kronor, which amounts to approximately 30% of the authority's total procurement volume.

The IT procurement group is one of four groups in the IT procurement section and has the task of actively working for an efficient national procurement process in the IT area. We are also responsible for further developing methods, competencies, and working methods regarding strategic procurement. Within the section, we work closely together to develop our operations, and job satisfaction is important to us. IT procurement is an integrated part of the IT department's operations. This enables close collaboration and well-established interfaces that increase operational benefits and contribute to achieving the goals of the operations.

Job Description

As a strategic procurement specialist in IT, you are responsible for conducting various types of procurements and renewed competitive tendering. As an experienced strategic procurement specialist, you often handle large and complex procurements. You take responsibility for the entire procurement process, from when the need arises until the contract is concluded. This means you are involved throughout the entire lifecycle of the contract and contribute to supplier development and contract management, with good insight into the market for the relevant product area.

As a strategic procurement specialist, you are responsible for:

  • Driving and leading procurements and renewed competitive tendering
  • Providing support in the management of procured contracts
  • Identifying and driving improvement activities within your own operational area
  • Developing and streamlining strategic procurement work
  • Conducting negotiations with suppliers and/or manufacturers in the IT area

Qualifications

This is an opportunity for you who have:

  • Post-secondary education in law, economics, or procurement/purchasing, or other that the employer deems relevant for the position
  • Several years of solid and current work experience in qualified procurements within the public sector that the employer deems relevant for the position
  • Experience in independently project-leading/driving and conducting procurements and renewed competitive tendering according to the Public Procurement Act, LOU
  • Good knowledge of Swedish, both spoken and written
  • Swedish citizenship

It is advantageous if you also have:

  • Work experience in procurement within the IT area that the employer deems relevant for the position
  • Experience in project-based work methods/project management that the employer deems relevant for the position
  • Relevant experience in requirements work, preferably within the IT area
  • Relevant experience in category management
  • Experience in work with competitive tendering according to the Act on Procurement in the Defence and Security Sectors, LUFS
  • Good knowledge of English, both spoken and written

Personal Qualities

The job tasks require that you are structured and meticulous, with a good ability to build relationships. You have very good communication skills, both verbally and in writing. The work as a strategic procurement specialist requires that you are flexible and can easily adapt to changed circumstances. We see that you are self-reliant and can drive your cases independently, while also having good collaboration skills and enjoying working in a team. The role as a strategic procurement specialist with us requires that you work in a strategic manner and focus on how procurement and purchasing can contribute to the operational goals.
